Queensland reinstates mining coroner role

Queensland’s conservative Crisafulli government has appointed veteran barrister Wayne Pennell as the state’s first dedicated Mining and Resources Coroner, delivering on a key election commitment to strengthen safety oversight in the resources sector.

Pennell, a former police officer and experienced tribunal member, will investigate all mining, quarry, petroleum, and gas site fatalities across the state, with the authority to conduct inquests and make safety recommendations. He will initially be based in Brisbane before relocating to Mackay.

“The Crisafulli government is delivering on its promise to put victims first and the Mining Coroner will ensure, if there is a tragic accident, that families can get the answers they deserve about what went wrong," said Attorney-General Deb Frecklington.

The role marks the reintroduction of a dedicated mining coroner, more than two decades after Labor disbanded the Mining Warden’s Court in 2001.

“This is about restoring a vital layer of accountability that Labor walked away from,” said Natural Resources and Mines Minister Dale Last. “The reintroduction of the Mining and Resources Coroner sends a clear message that worker safety comes first in Queensland.”

Legislation to formally establish the position under the Coroners Act 2003 is expected to be introduced soon. Pennell will also assist with general coronial duties in the interim, a move the government says will ease broader pressures on the justice system.
